Let’s say I agree with this premise.
Please define “the rules” in a way that all 8 billion people will agree with.
Each property owner sets their own rules. Entering a property would mean accepting those rules. In practice, most property owners would use existing sets of rules; why go to the effort of writing new rules when you could just adopt established rules?
